Brief specification description or basic overview of the project: To further enhance the overall management and maintenance level of river channels in Pudong New Area and ensure the stable operation of river channel facilities, third-party services for the 2026 Comprehensive Maintenance Plan of River Channel Facilities Administered by Datuan Town will now be procured through public tendering (for specific details, please refer to the Procurement Requirements in Chapter 3).

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)本项目非专门面向中小企业采购,评审时中小企业产品或服务执行价格折扣优惠。
(2)扶持残疾人福利性单位,并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) This project is not specifically procured for small and medium-sized enterprises (SMEs); however, during the evaluation process, price discount preferences shall be implemented for products or services provided by SMEs.(2) Support shall be given to welfare units for persons with disabilities, and such units shall be treated as micro and small enterprises.

(c)本项目的特定资格要求: 3.1 本项目不接受组成联合体投标;
3.2本项目不允许转包。

(c)Specific qualification requirements for this program: 3.1 Consortium bids shall not be accepted for this project;3.2 Subcontracting shall not be permitted for this project.
