简要规则描述: 临港城投大厦、临港数字大厦大中修工程位于环湖西一路西侧,申港南二路南侧,水芸路东侧,建筑面积:城投大厦:33565.67平方米,数字大厦:45302.41平方米;本工程主要内容:外立面局部破损石材面板更换、消防EPS电池组更换、电梯配件更换,下沉广场地面铺装翻新修缮等楼宇修缮工程等等。具体详见工程量清单及图纸。

Brief Specification Description: The major and medium repair project of Lingang City Investment Building and Lingang Digital Building is located on the west side of Huaxi 1st Road, the south side of Shengang South 2nd Road and the east side of Shuiyun Road. The building area is: City Investment Building: 33,565.67 square meters, Digital Building: 45,302.41 square meters. The main contents of this project include: replacement of partially damaged stone panels on the facade, replacement of EPS battery packs for fire protection, replacement of elevator parts, renovation and repair of the ground paving of the sunken square, and other building repair works. For details, please refer to the bill of quantities and drawings.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)落实预留份额措施,提高中小企业在政府采购中的份额,支持中小企业发展:本项目(是)专门面向中小企业采购,评审时,中小企业产品均不执行价格折扣优惠。(2)扶持监狱企业、残疾人福利性单位,并将其视同小微型企业;(3)优先采购节能环保产品政策:在技术、服务等指标同等条件下,对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购;对节能产品品目清单中以“★”标注的产品,实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4)购买国货政策:本项目(否)接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement and support the development of small and medium-sized enterprises: This project is specifically for procurement by small and medium-sized enterprises. During the evaluation process, no price discount benefits will be applied to products from small and medium-sized enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as micro and small enterprises; (3) The policy of prioritizing the purchase of energy-saving and environmentally friendly products... (c)本项目的特定资格要求: 3、须系我国境内依法设立的法人或非法人组织(本项目(不接受)分公司以自己名义参加采购活动);
4、具有建筑工程施工总承包三级及以上资质;
5、具有安全生产许可证(有效期内);
6、拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格,具备有效的安全生产考核合格证书,且未担任其他在建的建设工程项目的项目负责人;
7、业绩要求:无;
8、其他要求:无。

(c)Specific qualification requirements for this program: (3) Must be a legal entity established within China (this project does not accept subsidiaries to participate in the procurement activities under their own names);
(4) Have a construction general contracting qualification of level three or above in building engineering;
(5) Have a safety production license (valid within the validity period);
(6) The project leader to be dispatched should have a registered construction engineer qualification of level two or above in building engineering, possess a valid safety production assessment certificate, and not be serving as the project leader of any other ongoing construction projects;
(7) Performance requirements: None;
(8) Other requirements: None.
